RE Holdings Private Limited, incorporated in February 2004, an autonomous body charged to create employment opportunities for ex-offenders through commercial enterprise investments and partnerships

It is privately funded by social based organizations led by the Industrial and Services Co-operative Society Limited (ISCOS) as majority shareholder.  The other shareholders include Seacare Holdings Pte Ltd, SPS Multi-Purpose Co-operative Society Ltd, Singapore After-Care Association and Singapore Anti-Narcotics Association.

Directors of this investment holding company come from both public and private sectors. At the helm is Chairman Mr Andy Lim, who is an entrepreneur.  The Board works together with the management, headed by Executive Director Ms Freda Tham, to seek out commercial projects that are profitable and at the same time fulfill a social objective of creating more employment for discharged offenders.

Currently RE Holdings has invested in Connect Centre Pte. Ltd., which operates a call centre inside Changi Women’s Prison, is a joint venture with external companies. This company aims to develop training for inmates and profit opportunities, as well as prepare for external expansion later, where feasible. 

RE Holdings will also target food sectors, service based opportunities (personalized services), and corporate services (eg. cleaning, industry accepted NSRS training programmes).

In the process, it will promote entrepreneurial and franchise based businesses which ex-offenders and their family members can operate.
